What is the most effective way for a ruler to maintain order?

To manage people, one must be consistent with their laws and punishments. A leader needs to enforce the laws and if they are broken punish them. When a leader does not punish people for breaking the laws, people usually end up breaking the law again. People break the law again because they think they will not get punished. A leader who enforces the law and carries out punishment is a good leader.
